'Her Majesty's Most Gracious Speech to both Houses of Parliament on Thursday, December 3, 1857.' Stating that Parliament has been called early due to circumstances to consider a bill to indemnify actions taken by the Directors of the Bank of England. Queen Victoria also calls the attention of the House of Commons to the laws which regulate representation in Parliament and to consider possible amendments. Also mentioned is the Indian War of Independence and reinforcements to be despatched from Great Britain.
