Letter from Viscount Palmerston to Queen Victoria acknowledging receipt of Her Majesty's letter with regard to the delay in producing papers relating to naval returns. Cabinet continue to consider the reform question and General Grey has been asked to prepare further materials. Palmerston states that he personally wishes to avoid any disfranchisement and lowering of the borough franchise, and provides details of the groups he believes should be granted the right to vote. Also mentioned is the resignation of Sir Maurice Berkley as Lord of the Admiralty and the submission of Sir Clarence Paget to be appointed as Junior Naval Lord.
