Memorandum written by Prince Albert and recording Lord John Russell's verbal explanation of his scheme for reform, given to the Queen, two weeks prior. The Prince also reports that a committee of members of the Cabinet has been formed to consider the 'Reform question'. It is reported by Sir James Graham that their first meeting went well however, afterwards Lord Palmerston sent a letter to Lord John Russell detailing his opposition to the proposed reform.
