Letter from Lord John Russell to Queen Victoria reporting that the committee of the Cabinet had met to discuss the outline of a plan submitted to them by Lord John Russell. They agreed upon the proposed disfranchisement, the distribution and new franchises, while measures for stopping bribery remained to be discussed. Russell sets out the agreed upon proposals and mentions that another is being worked upon, which would allow persons having property in the funds, Bank or East India Stocks a right to vote where they reside.
