Draft letter from Prince Albert to Sir Charles Wood on Colonel Charles Beaumont Phipps' report (see VIC/MAIN/C/61/42). States that the change will need to be made by the Treasury. Prince Albert explains the difference between pensions and retired allowances. He also suggests that each department have a gratuity fund.
