Letter from Lord John Russell to Queen Victoria reporting that the Cabinet had met and considered the outline of a bill for the extension of suffrage, a sketch of which had been submitted to the Queen. He writes that the first propositions have been adopted however the Cabinet will meet again to discuss the bill further.
