Copy letter from Queen Victoria to Lord John Russell acknowledging his previous letter and stating that she is pleased to hear that that Cabinet continue to work on the 'Reform question'. She hopes that they will not come to a final decision before ascertaining how the proposed plan can be practically applied. The Queen comments that from the Manchester speeches it seems that the ballot will be made the 'stalking horse' of the radicals. Written in Prince Albert's hand.
