Letter from Lord John Russell to Prince Albert confirming that he would send the statistical information requested before submitting his finished plan. He also states that he does not agree with Prince Albert's advice to ask each member of parliament to propose a separate plan. He instead suggests that a committee of four members could be established, such as that created for the Reform Bill.
