Copy of a memorandum written by Colonel Charles Beaumont Phipps on the assertion that a change must be made to the Civil List as it is presently not covering the public and private expenses of a sovereign. He also states that on her accession to the throne Queen Victoria took responsibility for William IV's servants and also saved money by purchasing Osborne with her own funds. As a result, it is unfair to make fresh demands on her private resources [i.e. for support of the late Queen Adelaide's servants].
