'Seventh Report of the Commissioners on the Fine Arts, with appendix. Presented to both Houses of Parliament by Command of Her Majesty', reporting that the oil-painting competition had taken place, that the statues of Hampden, Lord Falkland and Lord Clarendon were in 'a forward state' and that other figures would be cast in metal. They also recommended a Select Committee be responsible for determining a complete scheme for the entire palace. Commissioners listed as; Albert, Lansdowne, Lincoln, J. Russell, Palmerston, Melbourne, Morpeth, Canning, Mahon, Aberdeen, Willoughby D'Eresby, Lyndhurst, Colborne, C.S. Lefevre, Robert Peel, J.R.G. Graham, T.B. Macaulay, Robert Harry Inglis, B. Hawes, Samuel Rogers and George Vivian.
