'Her Majesty's Most Gracious Speech to both Houses of Parliament, on Thursday, February 3, 1859' in which she addresses the House of Commons and draws their attention to the laws regulating representation in Parliament. Queen Victoria asks for their calm and impartial consideration. The present state of foreign affairs are also mentioned and a temporary increase of expenditure with the introduction of steam power into naval warfare.
