'Her Majesty's Most Gracious Speech to both Houses of Parliament, on Tuesday, June 7, 1859', in which Queen Victoria gives sanction to the proposed amendment to the laws of representation. The declaration of war by France and Sardinia against Austria is also mentioned, and the subsequent increase of British naval forces.
