Queen Victoria's speech to both Houses of Parliament on 31 January 1854, in which she annouces a 'State of Warfare' in light of the failure for a settlement to be reached between Russia and the Ottoman Porte. She also states that measures will be submitted to Parliament for the amendment of the laws relating to Representation of Commons in Parliament.
