Memorandum regarding Lord Derby's audience with Queen Victoria, during which the Prince advised that the Government make no declarations without first conferring with the Crown. He also writes that Lord Derby reported that the Cabinet was still considering the vacant seats caused by the disfranchisement of Sudbury and St. Albans. The Cabinet suggested that they be given to West Yorkshire and South Lancashire and Prince Albert reports that this was sanctioned by the Queen.
