Letter from Viscount Palmerston to Queen Victoria reporting on progress made by the House of Commons with the bill regarding the disfranchised seats. He reports that a third member for South Lancashire and the West Riding of Yorkshire was approved however a decision was still to be made on a member for Birkenhead and for the formation of a new borough of Kensington and Chelsea.
