Letter from the Prince Consort to Lord John Russell reporting that the idea of a union between Spain and Portugal has found an advocate in the Duc de Saldanha, whom the Prince believes to be ‘wild’ and ‘unstable’. Due to the importance of the matter to English interests he suggests that Russell warn Lord Cowley to have the Duke’s movements watched closely.
