Letter from the Dean of Hereford to Colonel Phipps

The Dean of Hereford states that he had no wish to adopt an irregular course with regards to his memorial but felt that it was of urgence. He states that 'the greatest possible ferment has arisen' at the nomination of Dr Hampden and also encloses a paper (not present).
