Sir Henry Hardinge refers to the difficulties of introducing Courts of Honour into the naval service. He states that it has been agreed by the Cabinet that through amending the Articles of War, Queen Victoria's commands can be carried out in the navy and other branches of the military service. He submits the articles for Queen Victoria.
