Letter from Lord John Russell to Queen Victoria submitting the drafts of two Bills introducing measures for the extension of the franchise and the prevention of bribery (see VIC/MAIN/F/9/80-81). He reports that the part relating to the joining of towns to boroughs is not yet complete but Cabinet propose that additions are made to all boroughs under 500 voters. Russell also states that Mr Cardwell has declined the office of Secretary at War.
