Letter from Lord John Russell to Queen Victoria stating that the Cabinet had agreed to all general propositions on the subject of the extension of suffrage. Further details were considered by the committee, with the addition of Lord Lansdowne and Sir George Grey. He also suggests that the Commission for Westminster Palace be disbanded and that Lord Seymour should examine the powers held by the Commission.
