Letter from Lord John Russell to Queen Victoria reporting that the Cabinet were generally in agreement regarding the new Reform Bill however that the Municipal franchise would require further examination, as would the subject of bribery. Once the new information has been received Russell states that he would be happy to visit the Queen at Osborne. Russell also mentions that he has given instructions for the jury qualification of £20 be inserted into the draft.
