Letter from Lord John Russell to Queen Victoria reporting that the committee [of the Cabinet] agreed upon all the main points of the new Reform Bill, although he believes Lord Palmerston may raise objections in Cabinet. He explains that the Municipal vote is conferred upon all who have resided three years as householders in a Municipal borough. Russell encloses a list of Parliamentary Boroughs (see VIC/MAIN/F/10/42).
