Letter from Lord John Russell to Prince Albert enclosing a memorandum and two letters by George Lewis (not present). Mr Lewis believes that Sir James Graham did not give his real reasons for declining office. Russell states that although the ballot was made an open question by Lord Melbourne in 1838, Sir James Graham had not previously mentioned the subject before.
