Letter from Lord John Russell to Lord Aberdeen in which he outlines the propositions he wishes to bring before the Cabinet in relation to the reform question, and states that after twenty years it is 'wise, politick and just' to review the details of the Reform Act. Russell lists the amendments he wishes to make and includes a list of the counties with the largest numbers of electors. He also mentions that he would propose that the four vacant seats, caused by the disfranchisement of St Albans and Sudbury, be distributed as one to the London universities, two to the inns of the courts and one to the universities of Scotland.
