Letter from Lord Derby to Queen Victoria submitting a draft of the speech to be delivered by the Commissioners, in Her Majesty's name, on proroguing the Parliament. He mentions that there was no precedent for holding a single council for both prorogation and dissolution and therefore the dissolution of Parliament would be held the following day of the council.
