Letter from Lord Derby to Queen Victoria reporting that Lord Malmesbury has informed him that it would be desirable to hold a council before the 4 March. Derby also mentions that Mr Sotheron has accepted the Secretaryship for the Home Department, Lord March for the Presidency of the Poor Law Board and Lord Lovaine for the Vice-Presidency. He states that each appointment would create representatives 'with a full knowledge of the proposed Reform Bill'.
