Letter from George Arbuthnot to Colonel Charles Beaumont Phipps on the enclosed Treasury minute (see VIC/MAIN/C/61/134) regarding appropriation of surplus Civil List money. He mentions the difficulty in transferring expected surplus at end of year to Privy Purse an his misgivings as to expenditure in Department of Master of the Horse. He also encloses a copy of a letter to the Master of the Horse on the subject of excess expenditure in the department (see VIC/MAIN/C/61/135).
