Dr Philpott discusses the Cambridge University Bill in Parliament. He writes that it has passed the House of Lords but is waiting to be presented to the House of Commons. He also mentions that the illness of Mr Goulburn has meant that he is unable to attend the House. Includes note dated 18 July.
