Dr Philpott refers to a Grace submitted to the Senate at the University of Cambridge in November 1858 for imposing an additional tax of 15 shillings a year on all who became members of the Senate after 25 March 1859. Dr Philpott discusses the objections to the scheme and mentions that the commissioners declined a new Statute.
