Letter from Colonel Phipps to Prince Albert

Colonel Phipps writes about the code of discipline coming before the House of Commons at the introduction of the Mutiny Bill, but states that the mode of enforcing it is not subject for decision in the House. He also mentions the Prime Minister's position in relation to the conduct of the [Crimean] War and that someone has criticised the action of [Lord] Aberdeen.
