Draft letter from Colonel Charles Beaumont Phipps to Lord Palmerston on the excess expenditure in the Departments of the Lord Chamberlain, Lord Steward and Master of the Horse. Reasons for the expense incurred include the State Visit of the Emperor of the French, refurnishing Windsor Castle and Buckingham Palace. As a result, Phipps asks for the Treasury's assistance in meeting the cost for a return visit to Paris by Queen Victoria.
