Letter from Colonel Charles Beaumont Phipps to Colonel Charles Grey enclosing a letter received from Mr Chester, regarding the Servants' Provident Institution (see VIC/MAIN/C/59/36), and a rough copy of his answers. He states that he has found their practice objectionable. He also mentions that general opinion is that Lord Palmerston's services 'cost the country more than they are worth'.
