Letter from Baron Stockmar to Queen Victoria reporting that he had received a communication from Sir James Graham stating that the present government 'cannot stand' and that Lord Palmerston's resignation would not have an affect on the unavoidable fall of the present Cabinet. He reports that Sir Graham sees no objection in the Peelites and himself joining a new administration under Lord John [Russell] provided that the administration consisted of a broad Libreral and Conservative base.
