Copy memorandum written by Prince Albert on the vote of the Militia Bill and subsequent vote of no confidence for Lord John Russell's government. He states that Lord John Russell considered the vote to be one of censure and believed to be a pre-arranged by Lord Palmerston and the Protectionists. Prince Albert reports that Lord Derby was at that time prepared with an administration and that Lord John Russell would defer taking formal leave before a new administration was formed.
