Copy letter from Sir Francis Palgrave to Lord John Russell reporting that he has received letters from Lord John Russell asking that he provide suggestions on the subject of guilds or companies. He forwards a copy of a book on the subject, which also supports his view that time may be substituted for suffrage property qualifications, which can be safely dispensed with.
