Copy letter from Queen Victoria to Lord John Russell returning papers and expressing agreement with Cabinet 's decision. She empowers Lord John Russell to offer the Presidency of the Board of Controul [Control] to Mr Macaulay, and the Vice-Presidency of the Board of Trade, along with the office of Paymaster, to Mr Strutt. The Queen also returns the statistical returns asking that they be completed and arranged in order before being submitted to her again.
