Copy letter from George Lewis to Lord John Russell reporting communication to Sir James Graham, as requested, and confirming his refusal to join the Government. Although Sir James Graham expressed regard for Prince Albert his reservations to join related to his personal opinion that no alterations should be made to the Reform Act. He also did not want to belong to the Government that were to make the proposed changes.
