Prince Albert writes that he would like to see Mr Dietz replaced. He refers to his own correspondence with King Ferdinand and considers that Portugal is in need of reform, but doubts whether the King has the character to introduce the necessary changes. Prince Albert also makes reference to a paper from King Leopold regarding the Duke of Saxe-Meiningen's Prime Minister and the 'Hoheits' question.
