Letter from Lord John Russell to Queen Victoria submitting despatches from Lord Lyons (see VIC/MAIN/Z/466/27) and letter from President Buchanan. He states that Lord Lyons suggestion, that the Prince of Wales travel from Canada to Washington, then from Washington to New York, would likely produce a 'good feeling between the two countries'. Russell also mentions that the letter to Mr Dallas will be submitted to Her Majesty before being sent to him.
