Sir James Graham refers to a statement by Sir James Clark and the case in the Eton workhouse which attracted the attention of Queen Victoria. He writes that the Poor Law commissioners will correspond with the unions in order to settle the misapprehension regarding the right of all sick and dying inmates of workhouses to see their relatives and friends alone.
