      Lord Aberdeen writes that he has received the enclosed paper (not present) from [Sylvain] Van de Weyer who, he states, is much connected with the Duc de Broglie. Lord Aberdeen compares [Sylvain] Van de Weyer's views with those of M. Guizot.
