Prince Albert refers to Sir Charles Metcalfe's dispatch. He expresses his fear that the Union [in Canada] has been a failure and makes reference to the agitation in Ireland. Prince Albert also suggests that the seat of government [in Canada] should alternate between Kingston and Quebec.
