      Draft letter from the Prince Consort to Sir John Pakington reporting that Queen Victoria would allow him to state in the committee the measure he proposes [regarding the Admiralty]. The Prince also warns Pakington not to say anything that would give any inference to the Queen's personal opinion on the subject.
