Copy of a letter stating the grievances of the Horticultural Society particularly the problems of the arcades and the disruption from the dismantling of the 1862 exhibition building. They propose that the necessary work to the arcades and the gardens should cost £13,000 to be borne by the Commission. Enclosed with letter from Henry Cole to Colonel Phipps (see RC/H/1/19/138).
