Letter forwarding to Queen Victoria Henry Cole's letter in which he expresses the opinion that it is premature to negotiate with the Royal Academy concerning an exhibition of their pictures. Phipps comments on Fowke's plan for the Central Hall [Albert Hall]. He suggests only negotiating with the societies once it is decided that there is to be a Central Hall [Albert Hall] and that the Commission will contribute towards its completion.
