Letter stating that they could not give authority on behalf of the Commissioners for the enquiry called for by Henry Cole without convening a meeting of the Commission. The Commission would probably approve of the building of the Hall [Royal Albert Hall] but the preliminary enquiries should be made by those promoting the scheme.
