Letter concerning the Albert Hall scheme, particularly Bowring's idea that if any seats are left unsold the Commission should agree to sell land to the developers in order to make up the shortfall and also the idea of suggesting to Napoleon III, Emperor of the French, that he purchase a box in the Albert Hall.
