Letter being optimistic about the results of the defeat of the vote to purchase the Exhibition of 1862 building. Mentions discussions with Professor Owen over whether the Refreshment Rooms are suitable for the Natural History Collection and Owen's wish to eventually have them housed on part of the Exhibition of 1862 site. Suggests that the Government purchases the materials from the old building to build the new building. Encloses copy of a previous memorandum by Prince Albert (see RC/H/1/19/117).
