Letter reporting a meeting of the Commission at which Lord Derby was elected President and it was agreed to support the Metropolitan Railway Scheme. Also the vote of most the remaining money to the Horticultural Gardens by the Expenses Committee and mentioning Bowring's letter in the Horticultural Society's Journal about the Expenses Committee.
