Minutes of a meeting at Osborne House between Prince Albert, Henry Cole, Francis Fuller and J. Scott Russell and attended by Henry Labouchere. Matters discussed included the need for a Royal Commission in order to ensure a sufficiently elevated position, the division of responsibilities between the Society of Arts and the Commission and the prizes including the need for monetary prizes.
